PCR is Certified as a Community Development Financial Institution (CDFI) by the U.S. Treasury
On October 27, 2009 PCR was certified as a Community Development Financial Institution (CDFI) by the United States Treasury Department. This allows PCR to join the ranks of over 700 other CDFIs around the country. The designation allows PCR to now qualify for federal grants and financing available only to CDFIs.
Finally, PCR’s successful completion of the CDFI application process is testament to potential investors that PCR has been tested both operationally and financially, and having been so tested should make PCR a reasonably safe investment to further the cause of community and economic development in Los Angeles County.
PCR Certified as a California Community Development Financial Institution
In January 1999, Pacific Coast Regional (PCR) Small Business Development Corporation was designated by the State of California as a Community Development Financial Institution (CDFI). CDFIs are non-governmental entities that provide business development services, technical assistance, and financing to their clients in an effort to foster community and economic development.
The CDFI designation allows PCR to accept direct investments from interested investors for the purpose of enhancing the level of service it provides to the Southern California business community, as we have for over 25 years. This invesment opportunity is sponsored by the State of California and provides a state income tax credit of 20% to the investor.
The Caliifornia Organized Invesment Network (COIN) administers the CDFI program through the California State Department of Insurance and is responsible for certification of eligible CDFI's for receipt of invesments. COIN is also responsible for qualification of investments.

Pacific Coast Regional Small Business Development Corporation Entrepreneurial Training Institute seeks to foster successful and enduring small business enterprise and healthy capital formation by the offering of management training, and ongoing mentoring and guidance services to entrepreneurs in five Southern California counties.
An additional COIN investment opportunity exists through PCR's participation in the
State Loan Guarantee Program. In January 2003, PCR received a $500,000 investment from Wells Fargo Community Development Corp. which will allow PCR to guarantee another $2 million in loans (under the provision of statutory leveraging of 4 times) to our clientele of diverse and multi-cultural small businesses. Wells Fargo's investment makes it possible for PCR to assist an estimated 50 to 100 local businesses with the achievement of their goals. The Wells Fargo investment is in addition to the $1,000,000 invested in PCR by Washington Mutual Bank in October 2000 for the same purpose.
